Hargreaves Lansdown and the missing Vanguard Funds

Is not the name of my new Harry Potter rip off novel!

Its the subject of this thread.
I noticed BestInvest offer some Vanguard funds in their ISA that HL dont. Namely the bond, emerging markets and pacific trackers. I didnt spot the US equity one initally but then realised they have it.

I asked HL about this and they said:

''Unfortunately the only fund we are able to hold is the Vanguard US equity index. All the other funds are offshore funds, and consequentially we are unable to hold them at this present time.''

Does anyone know why the offshore bit means they cant hold it but bestinvest can? Would that effect me as an investor?
Anything else im missing?

    Some of the Vanguard funds are done under one holding company and some under another (which is offshore but UCITS). I believe they issue the Vanguard Investments UK Ltd version but not the Vanguard Investment series plc (the offshore ones but FSA offshore recognised). Their structure are UCITS and are domiciled in Ireland.

    Most full platforms hold both types but HL only hold one of them. Maybe it is a business decision. Maybe it is a software issue. Maybe it is a cost issue (for them).
