Subletting shared ownership property.

My Bf owns 40% of a shared ownership flat with Flagship HA. I live with him and we have custody of my 3 children 70% of the week, the rest they spend with my ex,their father. I have a council tenancy still with my ex but had to move in with Bf as my ex wouldn't move out and i couldn't see a way forward.
I've now found out my Bf is heavily in debt and as im currently out of work i can't help him financially. The 2 bedroomed flat isn't suitable for the 3 children (11,8 &5) to be sharing the one room anyway.
We're thinking of all avenues and one is for us both to move into the council house where im still a joint tenant with my ex and to sublet his flat then hopefully he can use the income he gets from renting it out to pay off some of his debts. Obviously my ex won't be keen for this to happen but as im still a joint tenant i don't think he can stop us.
Our question is, can my Bf sublet his flat? and also if he asks the HA and they say no but we decide it's the only option for us, what action can they take if we're found out??
I have no idea how we would do it on the sly anyway, as surely the tenant would have to have the c/tax and bills put in their name etc....

Not assigning (reselling) the lease to another party or to sublet without consent from us. See section entitled ‘Buying more shares in your home and moving home’....forfeiture of your lease for breaches in the terms and conditions.If he has a mortgage, he will also need the lender's permission.On the sly?
