Council Parking Ticket - Bank Holiday Monday (Jubilee Weekend)

Hi Everyone,

I got caught parking in a residential zone for over 4 hours last Monday (4th June 2012) by a council parking officer.

I did believe that as it was a bank holiday that the usual Monday - Saturday parking restrictions where not in place and that I was ok to park for more than the designated 2 hours. Unfortunately I was wrong as was issued a parking ticket, £50 or £25 if paid within 14 days.

Looking around at all the forums most responses are that because it was infact actually a Monday then the parking restrictions are enforceable. I want to appeal the decision but do I have a case as it was a special holiday weekend that only happens once a decade.

    You need to look at the signs.

    If the parking ticket has all the correct information on it and the signage is correct then you have no appeal Im afraid.

    £25 isnt too bad, round here its £50 going up to £100
    make the most of it, we are only here for the weekend.
    and we will never, ever return.

    Try googling something like "(The council's name) parking jubilee weekend" most councils have a page on their website detailing what if any parking restrictions they waive on bank holidays.
  • It's Exeter City Council, no information on their website about the Jubilee weekend apart from their offices are closed but interestingly it brings up a newspaper article from the Telegraph regarding unclear parking sign restrictions. Afraid the site won't let me post the link.

    The sign does not say if it includes or excludes Bank Holidays but will take a photo of it when I get home.

    I quoted that comment because I agree - you should ALWAYS appeal a Council PCN and normally it's worth taking the appeal all the way to adjudication. Most people win.

    First step is to post on pepipoo, with pics of signs, lines and both sides of the PCN:

    Draft an appeal and see what pepipoo advise to improve it. As part of your appeal letter, ask the Council for a copy of the Traffic Order for that place including all maps and amendments if they should reject your appeal. Also a copy of the CEO's notebook and a copy of all photos taken.

    The odds are in your favour, I would take it to pepipoo asap.
