Quick Question RE: Letting Agents

Due to move into our new house on friday, tenancy being signed friday morning.
It is solely in my partners name, all credit checks and referencing completed 2 weeks ago. They knew that I was moving in prior to the application going in as it was me that they were dealing with.

This afternoon they have called my partner demanding that he takes in 2 forms of identification for me (one needs to be photo id) or they will not allow him to sign the tenancy.

I don't have any photo id.

I have private rented for over 11 years and have never been asked to provide photo id for any other person moving into the property nor infact for myself.

Has this procedure changed in the last year since I last signed a tenancy?

    I'm not sure if procedures have changed, but maybe the LA or LL have been "bitten" in the past with the people who actually move into the property not being the same people as the ones who viewed it or took on the tenancy. It has become a lot harder to evict people once they're in, even if they're not technically on the rental agreement, so I for one am quite glad to know that at least some LAs are requiring photo id to make sure everything is above board. I just hope my parents' LA was as thorough.

    Regarding the photo id, if you don't have a passport or driving licence, could you apply for a citizen card? I'm not sure how long it takes though.
