University accommodation pests - eligible for some money back?

I rent a private flat in a uni halls of residence which has had a few problems with pests over the past year. When I first moved in I had cockroaches in my kitchen for at least a month before the poison killed them off. Over the past week I've discovered I now have mice. I've seen one in both my kitchen and bedroom. Apparently the whole block has had problems over the course of the year (I'm not a dirty !!!!!!! with rotten food and crap all over the place). The caretakers have been pretty good and had pest controllers up fairly quickly
I was wondering if it's worthwhile trying to contact the main university accommodation office and see about getting a refund of some of the fees. I've no idea about how these things work, whether I can argue that it's not fit for purpose or something, or if these things are just to be expected?
