I have only once received a fixed penalty, that being for parking within 15 yards of a road junction. Fair enough.
Does anyone know if that law has been repealed?
In my locality drivers now park wherever they choose , on road junctions , on the pavement , opposite other parked cars leaving little room for moving traffic etc. Certainly no room for a fire engine or other large vehicles to get by.
The Police ignore it.

No, the rule is still in place for people not to park close to junctions. It is to prevent reduced visibility for drivers coming out of junctions.
It is frustrating that others get away with flouting the rules, but you got caught so have to deal with it - as would the others if they got caught.0 -
If the police are ignoring the problem, perhaps now is the time to phone the local fire department and ask if it would be a problem for them, re access in an emergency. A word to the police from the fire chief might get the matter prioritised. No point waiting until your house is burning down.0

We have gone metric now;)
It's actually 10 metres re the HC, but not mandatory as per the use of the words "DO NOT" as against "MUST NOT":-

DO NOT stop or park:-
opposite or within 10 metres (32 feet) of a junction, except in an authorised parking space
