Sent a faulty item - seller refusing to refund

Hello all,
I'm posting on behalf of my boyfriend's aunt who has recently purchased a car part from eBay.
The car needs to be fixed by Friday. She bought the part for around £70, and the listing stated it was "used, good working order". After fitting the part it is actually worse than the one she has in - when you start the car, it cuts out completely and the car won't rev at all.
After contacting the seller they apologised and said because they'd tested it before they sent it they can't offer a refund, but they're willing to exchange. I kind of find this odd - if he tested it and it's not faulty why is he offering an exchange?
As I have mentioned the car needs to be fixed by Friday but the new part won't be sent out until the other has been returned (and that won't be sent until Monday). The aunt just wants her money back as she isn't trusting of the seller.
Can anyone please advise what her options are - is she entitled to a refund or does she have to accept the exchange?

Open a dispute and you will get a full refund but it does take time. You also won't get the cost of returning the item to the seller unless they want too.
Make sure to send back fully tracked.0
