LHA, renting from parents......so confused :/

my LA has seen a huge increase in queries about renting from relatives, enough that we've been advised not to give any definite advise & ask people to apply or at least provide evidence of tenancies, id ask them rather than relying on anything we could tell you.
When they do this, I will sign a tenancy.....apply for LHA-then have a total breakdown if I cannot get it
For many external reasons, my children have really been through the mill enough without this to unsettle them

For anyone that was wondering-I just called my council, and they have confirmed I would not be entitled to LHA in these circumstances.0

I did, and her argument was that I could move, apply for LHA, and accept the fact that I would not get it. I could then appeal, but that would not change the fact my parents were my LL.
She seemed very surprised that my parents are my LL now. I totally declared it when I applied, and their surname and mine is the same, but I am wondering now if I "slipped through the net" and that I am not meant to be receiving it
