RBS PPI Credit Card problem

Hi All
Could any help me I have just received a letter back from RBS they tell me there under no obligation to supply the information I requested.
As the account has been fully paid and there is no active agreement between RBS Credit Cards and myself regards the account.
They then say the Consumer Credit Act is for active agreements and are under no obligation to provide the requested documents.
Could any one please advise me how to deal with this matter.

What did you request? It looks like they think you were chalenging the credit agreement Section 78 (S78).
Did you send £10 and request a Subject Access report (SAR) or did you send £1?
