NCD available on one car only? Is this right?

Hi everyone. Looking to give car to 21 daughter for 21st birthday. Mum needs replacement car. At the moment daughter named driver on mums car (soon to be her car). Policy on this car up 14th August. Wifes new car due 1st week in July. Reading around wife can not use current NCD entitlement on new car until current policy expires/changes over to daughter. Any experiences? Any ideas of how to overcome this problem? Then there is the additional problem of daughters insurance - thats another story but phoned current insurer because the 'allow named drivers to build up their own NCD'. Was dearer with current insurer than it would be with new insurer with daughter having no NCD!!! Any advice and ideas much appreciated.

The only way to do this and get all the NCD (including the current year which ends in August) is to swap the new car on to the existing policy, and start a new policy for the daughter from when the new car goes on the existing policy.0
