Travelling questions

Hello everyone,
So I have always been a solo traveler, but my sisters want to come to Australia with me for Xmas this year, neither of them have flown for a good 5/6 years.
Couple of questions
-Can women take a handbag AND hand luggage? They both have two longchamp small cases that are describe as "carry on luggage" but they are wanting to take handbags for personal items. Also is makeup allowed on a flight? Stupid question maybe- but mascara and liquid foundation are liquid?
-My youngest niece will be 9 months at the time of travel- will she allocated a suitcase allowance?
-Would my sister be able to take a changing bag (with nappies etc) in instead of handbag with carry on luggage??
-What happens with carseats etc? Surely a 9 month old is too young to sit in a sit on a plane?
-What happens with the pram? Do you check it in with normal luggage?

Re: your first two questions - check with the individual airlines (as their policies do vary) and check your departing airport's website - that should hopefully be up to date re: liquids.0
