Bus Pass eligibility

I am enquiring on behalf of a friend of mine, aged 61 who lives in this country but does not qualify for a State Pension due to not having contributed here. She is a EU citizen and lives with her family who, of course, pay taxes and council tax. She uses buses frequently and has assumed that she would not qualify for a bus pass so pays the fares as necessary. I just wondered, do you have to be in receipt of a pension to qualify or just be of the right age? She does not receive any money from the state but does qualify for medical treatment here, should she need it.

I can't seem to find the information online.
