This one has three things to time. The belt turns the cam, and the injection pump, off the crank. The camshaft will be timed correctly, so no panic over the valve hitting the pistions. The pump will be out, so the fuel is being injected either early, or late, hence the poor performance. Re timing the pump will fix it, with no damage. (It could always be another fault, but there isn't much else to get wrong, considering what's been done)0

2000 Berlingo.. Would it be a DW8 engine? change over IRC was late 2000 early 2001.... If it is Number 3 injector incorporates a Lift sensor which will have the advance solenoid activate on the pump... When these Die... usually the solenoid on the pump.... they'll be gutless power wise like you describe as the pump wont adance and so forth.
If its not a DW8 sounds like the Pump Timings adrift....0
