Please help - water leaking from ceiling light fitting, unknown source

I live on the ground floor of the block of housing association flats. Since Sunday I've had water dripping from a ceiling light fit. Electric to lights has been turned off, housing assoc out of hours people didn't recognise it as an energency so I couldn't ring until Wednesday due to bank holiday. No obvous problem from flat above me.
Contractor on Wednesday was flumoxed. Guttering clear, no obvious sign of water from inside flat above.
No contact from housing association after this, so I rang again today as water still dripping. Housing offcier came, visited me and person above, totally flumoxed. Spoke about getting contractor back but cannot think where water is coming from.
There's a layer of concrete between my flat and the one above. The person above has learning disabilities and I don't really know how capable they are, or whether they could be doing something to cause the problem, or if water can get under concrete. Now I have to wait to hear from another contractor, but there seems to be no urgency, it may be next week. In the meantime water still drips and I have no lights, though sockets are on and I have a couple of lamps.
Does anyone have any ideas what could be causing the water? I haven't slept properly for nearly a week and feel very stressed and anxious about it.

Are there other flats above or to the side of the one above you?

over the 30 odd years we have lived in our grund floor flat we have had the same problem many times, normally it has been due to people ubove us either having a sink blockage or a washing machine/ bath, basin ect overflowing. A lot of properties built around the late 60's/early 70's were pre cast sections and between your ceiling and the above floor there is a 3 or 4" gap. If there is more than one flat above you it could be that someone has had a water mishap 8 or 9 days ago and the water is finding the easist route away. As long as your lights in the area has been isolated you will be fine. I know it is worrying but you are safe and if it is a washingmachine or bath ect that has overflowed the chances are that it may never be traced {we have had it in the past}

London50 you may well be right. I've got two flat above me and three opposite. It seems to be a mystery to everyone where the water's coming from. A contrtactor is coming out Monday, although the water has slowed to occasional drips and may have (hopefully!) stopped by then.
The paint around the light has bubbled, it feels like its cracked. I've noticed it this morning. The ceiling doesn't feel damp though.
