Restricted company names

Hi
Someone I know has set up a website calling their business by one of the names that is restricted by Companies House. Let's say the Joe Bloggs Authority where the word authority can only be used with special permission. Is this ok to do because he hasn't registered a company?
If so does this mean that a sole trader could get around the restricted names laws by using 'trading as'?

Have a chat with trading standards, I suspect they'll take a dim view as the name is bad faith and intended to mislead consumers more or less by definition.0
