ppi success with paul newey???

Can anyone help me???!!!!
Had a loan with Ocean Finance in 1998 and repaid it in 2002. I knew I had paid ppi and thought I'd have a go at re-claiming.
Got in touch with Ocean Finance first and they gave me name of lender (Endeavour) and acct details. Now had letter back from Endeavour stating that I have to contact a Paul Newey at a PO box in Sutton Coldfeld, as they have no liabilty for claim.
I know im clutching at straws here due to the time the loan was taken out, but has anyone had any luck with Paul Newey or is this just a massive fob-off???
