Car Insurance for someone with no claims bonus and has been banned

I am looking to buy car insurance but have not owned a car in years and so have 0 years No Claims Bonus (NCB), also I have had 4 speeding fines in the last 5 years and therefore was banned for 1 month (on a hire car - hence no NCB)
the quotes I have had are around £1700 p.a. - can anyone suggest anyway to improve that as the car is only worth £3000.
I have tried pay-as-you-drive and adding another driver, but nothing seems to help....
Would be really grateful for any advice.

Insurers pay out more to third parties than they do to their own insured and so the value of your vehicle has a limited impact on the premium as it doesnt matter if you are in a £300, £3,000 or £300,000 car if you hit a pedestrian at 50mph.
The fact you have both a significant number of driving convictions plus have been banned from driving is going to make insurers very nervous. Given you aren't receiving the average 65% discount for a maximum NCD (which a large majority of people have) the £1,700 premium is not that bad0 -
£1700 seems quite reasonable with no NCB and a previous poor history.
