How do i remove my paypal limitation?

Last year, someone tried to use my account to send money &
my account was limited so that it didn't happen. Well now i'd like to use it again but i can't do anything with my account & it doesn't tell me how i can remove the limit.
it just says this:
For reasons relating to the safe use of the PayPal service we need some more information about you and your account to help confirm your identity.
We want to make sure that no one has logged in to your account without your permission.
Please take a moment to change your password and create new security questions. You should also take a look at your account information and recent transactions. Make sure that your account information (address, phone number, etc) hasn't changed. You can do all of this by selecting the profile link in the header on the Account Overview page.
If you see a payment that you don't recognise, let us know by going to the Resolution Centre. Click "Dispute a Transaction" to report an unauthorised transaction.
I've done everything it told me to but i'm still limited.
How can i get my account back?

I guess Paypal have closed it down until they hear from you,
you will have to either email or phone them from their 'Contact us' page
Just click on their 'Contact us' link at the bottom of every page
