Parking Contravention Appeals process

Hi all,
Wanted to pick some brains regarding the following situation:
At end of March this year my Father was using my car and had parked the vehicle in the City Centre. In his usual absent-mindedness way, he put my disabled badge on display which had expired instead of his own which was valid - a simple mistake on his part as they were both in the glove compartment. So for his not paying attention and because I'm the registered keeper, I am liable for the £60 fine. I've just been served with the notice to owner and I need to make a formal representation, which I already did right off the bat when I got the ticket. I have already gave them my father's statement, his blue badge number and the contact details of the issuing local authority. My dad is a named driver on my ins policy and I offered to give them my insurance company's details to confirm this also.
Anyway in the first instance, they refused to budge and no doubt they will a second time. It's all a bit harsh don't some of you think?? Has anybody been through appeals process and won their case with parking adjudicator??:(:(

Issued by City Parking (Glasgow) LLP on behalf of Glasgow City Council.
Not sure what the LLP stands for BTW.
I find it odd that it is issued on behalf of GCC - presumably City Parking is a private outfit then?? I'm unsure.
The ticket itself and subsequent correspondence has GCC logos and branding all over it incidentally.0 -

"Off-street Parking - City Parking (Glasgow) LLP
Following transfer from the council, City Parking (Glasgow) LLP is now responsible for off-street parking operations. This includes management of 18 off-road car parks."

PS. LLP stands for Limited Liability Partnership ...

But it was your car with your expired badge. Couldn't we all just say my dad was driving and he has his own badge. If it was your dads car with your badge I could see them maybe thinking about it, but it will seem just like an excuse to them.0
