    I pretty much echo what RobertoMoir has said - council tax legislation has a strict 'hierarchy of liability' which lays down who should be paying and the council have to stick to that to legally collect the council tax due.

    If the council stopped each time there was a disagreement with a landlord or a tenant then no monies would ever get collected.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
  • I live with one other person and I dont think they are paying the full amount in time even though i am transferring to them on the correct date. we have received late payment letters as well as a balliffs notice now!! I am fed up now, I will be moving out in September, I was wondering if anyone know whether I can pay just my share till September and have a receipt or notice that I have done so?

    No, if you are both joint tenants then you are both jointly liable for ensuring the full council tax is paid on-time. The council will not apportion payments.
