No Completion Certificate on my Bungalow

Hi there
Hope this is the right place for my question.
I have recently purchased a Housing Association bungalow which is 18 yrs old. We have been in 6 months and it has been brought to my attention by a neighbour who is suing the housing association for structural problems with his bungalow (which he purchased together with his parents by way of a smalll valuation mortgage on the property), that there were never any Completion Certificates issued on completion of the development as the builder who was building it went bust and the housing association took it over, but according to the local council, no Completion Certificates were issued for the development. I would add that the majority of the bungalows are sold to OAP's who probably all have paid cash and so the question of the missing certificates may not have been flagged up.
I have checked my own documents and we also have no Completion Certificate and this was not flagged up by my solicitor. We paid cash for the bungalow and i just wondered if this is negligence on behalf of our solicitor for which i can sue and what will happen when it comes to it being sold in the future ? Also is the housing development negligent for not disclosing these facts to our solicitor before it was sold to us ?
