If you was to download something lets say an internet security programme and it gave you the options of countries and languages eg,English US or English UK would it affect the programme.Would the security still be ok.

The language settings are irrelevant. If you think about it, there are many languages spoken in this country, so no reason to block a UK-based PC running your software in Portugese.Never Knowingly Understood.
