I heard the government were offering start up grants of £2k? I haven't been able to find the detail - did I imagine this?

You may be thinking of a recent announcement of a start up loan scheme which you can read more about here:

It's not a grant but a loan which has to be paid back and not really going to be enough for most peoples schemes. Might be worth looking into if you can find something to start on a really low budget.0 -
There are srtart up grants available, It depends on which area you are in.
My local council has a Business Enterprise Fund backed by EC money.
It will provide 50% of start-up money up to max of £1500.
They are very concerned about employing people, so in your biz plan make sure you plan to employ staff sometime in the future.
I suggest you googe your local council name+ business grants.0
