Oh no, it's time for....What to offer?

Hi all,
Oh no, I hear you cry - another 'what should I offer?' thread. However I'm not looking for a figure, more general advice on what to factor in when offering and what to take on the chin as 'development costs' so that I can apply the advice to any future offers.
4 bedroom, end terrace, 60s era ex-council house in Scotland - offers over 78k. The whole place needs carpeting and kitchen, bathroom and downstairs loo need upgrading but, although old, the current suites are in good nick and aren't affecting my offer.
I've not had a survey done but I am concerned that the following will need doing either prior to getting a mortgage, or soon after moving in:
I'm working on the premise of 20% over offers over (bare minimum round these parts) minus any immediate work which needs doing. I think that this definitely includes the roof, but I may be able to hang on for the boiler and rewiring unless either are dangerous. Without going into specific figures do you think that this is a good method to adopt, or should I offer as much as I can and negotiate once the survey is back?
Any advice appreciated

- Poss upgrading boiler from an expansion tank-type set up
- Poss rewiring - still has the original sockets, with the exception of one new one in a bedroom
