I'm with Fay on this one. You have a dim buyer with poor feedback who says she has changed her mind.
Personally I would have double checked with her that she was not going to pay (just so I had more proof in an email!) and then relisted. meanwhile on day 7 I would have started the full NPB process and with her history there would have been a distinct possibility that my strike would have been enough to have got her kicked off ebay for good, thus meaning she couldn't leave me feedback.
By offering a mutual you are basically letting her off entirely, she can still opt to pay, so you are no nearer being able to relist as you would be with a full NPB. If after 8 days she does not respond to the mutual you will be able to close it and reclaim your FVFs, but your buyer gets no strike so will be able to continue buying on ebay. However, if she ticks the wrong box when ebay asks her, and there is only 1 correct option she can tick to get your fees back, but 3 wrong ones, then you will lose your FVFs.
She has already proved herself to be a poor buyer, she has nothing at all to gain now by assisting you to reclaim your fees. She can walk away from this without a stain on her character. If you email her asking her to complete her bit of the mutual and she gets annoyed she can easily just tick the 'I would still like this item' box and lose you your fees.
