New rented flat - dirt, damage issues.

Hi all, hope you are well.
I am due to sign a contract and get the keys for a new rented apartment on Wednesday. I viewed the apartment over a month ago when it was still occupied and then viewed it on Tuesday of this week a day after they had vacated the property.
On viewing for a second time, there were dirty marked carpets in the bedrooms, marked walls, marked doors, mould around the bath and shower, water mould damage to a shelf behind both sinks (effectively where the pipes are..... had discoloured to a brown colour)broken light fittings, small cracks on the kitchen wall, broken smoke alarm, broken blinds, a broken freezer compartment door and left-over defrosted food.
I called the letting agency straight away after viewing as the person who showed me round could not help and was told their 'cleaning team' would be going in before the weekend.
I'm just wondering how you think I should play it if all or even some of the issues above have not been done when it comes to arriving and signing/paying on Wednesday?

Clarify with the agent what will be fixed/done before you move in and get it in writing... We were promised the entire downstairs of the property would be re-decorated and the whole house cleaned... They ran out of time as they were using an odd job maintenance man, and it wasn't done, although a verbal agreement is legally binding it is hard to prove!

That was my thinking...if there is still some damage, cleaning...to get them to write it down (possibly on the inventory and sign?) before signing contracts etc.0
