Halifax Calrity - allocation of payments

Can anyone tell me if I have unstatemented (UK) purchases on Halifax Clarity and I take out cash (not UK) then to which are payments allocated first.
I have read the Ts & Cs and it says the highest interest rate first.
The purchases may be 0% or may be 12.9% - I know it will be 0% but Halifax don't know that at this point, the cash will be 12.9%.
So do they assume the purchases are at 12.9% and do it in date order?
In this case that will mean the purchases are paid first.
TIA
