What do I do with this buyer?

Hi,
I've only just started selling on Ebay. I'm offering several O2 sims but so far I have had no bids. However, I've been posted a question from a potential buyer offering to pay £4 per sim, even though he has not bid this in the auction. Is this within Ebay rules?
This potential buyer has a feedback score of 1 (one). He has bought 2 items in the last 6 months but has retracted 1 of his winning bids.
Any advice gratefully received.

Many thanks.

    Thanks Al Mac.
Is there any way I can stop him from bidding?

Hi, Yes you can block bidders,

You can create your own list of eBay members who will no longer be permitted to bid or buy from any of your listings. Members can be added or removed from this list at your discretion.

Before blocking a buyer, we recommend that you email him or her and clearly state why you will not accept bids or Buy It Now purchases from him or her in the future.

Personally, (because EBay user verification is a joke), I avoid any grief, don't block bidders and just reply with something along the lines of...... "Thank you for your very kind offer to buy the XXXXXXX. Whilst I appreciate your interest, I prefer to sell all my goods in an auction format, and thus will simply let the auction run through to completion. Good luck should you choose to bid"

Naturally, I don't use my selling email addy to respond, the above does not apply to folk who I can see (from their activity) are trouble, and any further requests will see the buyer on my blocked bidders list. ;)

provided he pays you up front so you have the cash in your hands, go for it!

    saves you the ebay fees

However, DO NOT accept paypal, etc from him as payment as you're not covered

accept a bank transfer or cash ONLY

What does this mean if a buyer wants to buy something and is sold private and not with ebay can she or he claim the money back if paid with paypal, i dont think so as when a payment is in a sellers account then its there own money now.
Or am i wrong? i thought with using ebay and using paypal together there are insurances of problems but what problems can happen if a buyer buys something not from ebay and pays with paypal i thought this was ok.
As paypal can be used without ebay purchases for anything else or other means of payment.

and do a quick google for paypal and fraud

the money is NEVER yours with paypal, even with reversed transactions when you have 'withdrawn' the money to your bank they will attempt to take the money back

    I personally avoid Paypal!

Try using www.nochex.co.uk it's UK based and safer than Paypal
