BT line and BB out of service for a month advice please.

The problem has been ongoing for the whole street (not mine my parents and Aunts). The CCTV for their street has it's wires in the BT hole. The local kids keep setting fire to everything in this hole taking out all the BT phonelines and BB with it.
It first occurred and was fixed in 5 days only to be set on fire a few hours later. It has now been a further 3 weeks and the issue still is not resolved and we know once it is the wires will just be burnt again because the local kids don't want the cctv working!
Other than the huge inconviniance of not having a phone or the internet BT have advice they will still have to pay for these services even though they are unusable. The reason for this been that the downtime has been caused by vandalism. Before I start with strong letters and battling with them is this correct? I can not find any guidance anywhere so far online.

I think you will find this correct, it is not BT's fault that the vandalism occurs and you would have to prove that they had not taken all reasonable precautions for to win a claim.0
