eBay overseas combined postage problems

Over the last week, combined postage has stopped working on overseas sales for me. I've not made any changes to any settings.

What should happen is that buyers are charged £1.50 (Europe) or £2.00 (Rest of World) for the first item and then a further 20p for each extra item. However, everything going to Europe is being overcharged (one lady from Denmark bought 4 items and got a P&P charge of £8.70 twice - a total of £17.40!) and everything going everywhere else is being undercharged (2p P&P to the USA for 2 items? I don't think so...).

Is anyone else having this problem?
