Avoid Isa breakage charge

I owe money that is tied up in a fixed rate Isa
Is there anyway to get it out and avoid the penalty charge, don't suppose I could change it into someone elses name could I if they haven't used there Isa allowance for the year?

i think that is the whole purpose of the penalty charge. unfortunately there is no escaping it.
