New contract, fixed amount doesn't include VAT is that normal?

Hi,

I took out a new Orange contract a couple of months ago for my daughter. It was supposed to be £35 a month but is always more. Just checked and it appears the £35 is before VAT is added. My previous contract monthly figures were always inclusive, has something changed?
