Previous tenant with lots of debt!

The person you saw was just a 'doorstepper' sent by the debt collection agency because no-one responded to their letters.
They are not bailiffs and have no legal powers at all - they can ask you for information but you don't have to give them any more than you would any other person.
They want proof that the person they want no longer lives their as it may help them get a payout from their client. It may help just to write a short letter to the collection company disclosing no more than your name and address stating that the person they want no longer lives there and you do not know where they are; they should direct any further enquiries to the letting agents.
The doorsteppers are usually self-employed and once they know there is no prospect of a 'result' they usually lose interest fairly rapidly.

I would be most worried about anyone knocking on my door and refuses to show ID on demand.
Further, they have to prove you are who they think you are. Not the other way around.0 -

c. Please also take notice that any transgression of this notice will be dealt
with through the courts.
Please also note that there is no legal requirement on an individual to provide
their name in order to remove implied rights of access, so do not send further
correspondence to try and confirm my name. I expect confirmation in writing
that you have (a) received the notification, and (b) you will adhere to the
notification.
2.
Other than confirming my notice to remove your implied right of access, I no
longer wish to receive any communications from <<company name>>. I consider
receiving unwanted letters from <<company name>>as
harassment.

What an absolutely horrible attitude. I know they think they're dealing with someone who's avoiding paying their debts - but refusing to show ID and being so rude when they're on your property and you're home alone... just really unpleasant and unprofessional behaviour.
