is it possible to transfer no claims discount that has been gained by another person on to a new poilcy with maybe a different for say a young member of the same family

No.

I have never known any insurer to allow anyone to transfer bonuses between themselves however some insurers will mirror the NCD of one partner onto the family 2nd vehicle in certain circumstances.All posts made are simply my own opinions and are neither professional advice nor the opinions of my employers

I have never known any insurer to allow anyone to transfer bonuses between themselves however some insurers will mirror the NCD of one partner onto the family 2nd vehicle in certain circumstances.
Well, at least one major one does cos that's exactly what I have done!
Hubby has 2 lots of max ncd and insurance company were more than happy for him to transfer it over to me. No mirroring required
