Noise driving me mental!

Hi everyone
I need some serious advice. I have lived in my present flat for four years and have a very good landlord in all aspects except one. I had so many problems with the previous tenants upstairs as they are really noisy and I could even hear the beds creaking and the noise coming through the floors when they were - lets say - making out. I complained to them several times as it is not really nice for me to try to sleep at night whilst listening to them making out. They eventually moved out. New tenants moved into the flat upstairs about two weeks ago, since they have ripped up all the carpets, repainted, banged and hammered and god knows what else for at least two weeks now. The noise is driving me insane, I suppose it is worse at the moment as I'm at home at the moment due to being unable to work for a month due to a back injury.
The noise carries on until all hours of the night, it was still going on ten minutes ago when I finally banged on their door and told them to stop. Not even sure if the guy who answered the door understood me as all he said was "ok we stop noise, sorry"
I've complained to my landlord several times who tells me that there is nothing he can do about it as they're allowed to make any kind of noise between 08h00 and 18h00 every day according to the council, and he had the floors insulated many years ago which cost him alot of money so the noise is not his fault and shouldn't happen.
I phoned the council and they told me the same, and if I ring them at 23h00 they tell me that they will be here in 3 to 4 hours to investigate the noise, so no help here.
I am really desperate and am busy looking for another flat to rent, which I do not really want to do as my rent has been the same for 4 years and my landlord is a very pleasant man, but just isn't interested in this situation at all.
I suppose my question is: what can I do to fix this, or do I simply move? I do not know what to do, please help.

Hi there
It's tough when you have to listen to other people's DIY efforts, but I guess we'll all do it at some point to make our homes comfortable; however late-night hammering about is just not on. Does the landlord know that these tenants are making alterations to the flat? It's one thing to knock in a few picture hooks but quite another to be ripping up carpets!
Anyway - my sympathies; I know what it's like. The Neighbours from Hell board might be another place which can offer help - they have things like noise log templates and plenty of experience in these things. Good luck.0
