Electric Meter Buzz

Went in the cupboard the other day and I could hear a loud buzzing noise coming from the electric meter. It never used to make this loud buzzing noise. After a while it stops making it, then it starts buzzing loud again after a half an hour or so. Is this normal? :confused:

    Mine's always buzzed too. Just had a new one installed and that buzzes as well.
