PCN from vehicle control services without pictures????

Hi,

I just received a parking charge notice without any picture evidence and the VCS (Vehicle Control Services Ltd) is asking for 120POUNDS!!!

1. Is it legal if they sent out parking charge notice without pictures evidence?

2. On the letter, it stats" Liability for the parking charge notice (PCN) lies with the driver of the vehicle. How could they prove if I was driving this car?

3. On the original handwritten PCN, it states " you are required to pay 80POUNDS within 14days of the notice issue date. If payment is not received within 14days fo the notice issue date you will be liable for an additional 40POUNDS charge......"
However, on the colorful printed notice, it states" A discounted charge was offered for early settlement within seven days of the notice issue date...." This company is just crazy!

Pictures have absolutely no meaning in the context of private parking.

Even in legit enforcement photos are the very bottom of the evidential chain and would only be admitted after everything else had been considered.

The rest is total tosh.

Simply ignore them from now on - The VCS scam letter chain is in the forum sticky so you know what to expect.

The entire thing isn't legal, with or without pictures. VCS have just been told by Courts that they don't have a leg to stand on.

They seem to have ignored that.

So you do the same to them. Just ignore them, it will not go anywhere.

After all, you have seen through it yourself. Liability lies with the driver... they don't have a clue who that was, and you are certainly not going to tell them.

Can they ask who the driver was? Yes, but they cannot expect a reply.

Who the hell do they think they are? Only the Police and Councils can fine people, so don't fall for this nonsense.

Say for example your "offence" was parking without displaying a P&D ticket, most likely all the pictures would show is the vehicle parked without a ticket on display (or if they have hired an idiot, a picture of the rear of the car). If the "crime" was parking outside a marked bay it will most likely be a picture of a wheel outside the marked bay.

Either way the pictures will most likely not show the driver. Just ignore the clowns

Or write back asking for a Vat invoice to show the Vat separately (they probably won't like that)
