I was parked with wheels on the curb and have been issued a parking ticket.
I believe these are council run.
Does this need to be paid? Its actually my fathers ticket and he is on benefits at the moment and cant afford to pay the ticket.

If it is a council ticket then don't ignore it - Pepipoo is probably the best place to get help. Be ready to scan, depersonalise and post the entire ticket there (front and back). Follow the guides when you sign-up.

You cannot ignore a council ticket. It will be enforced against the car's registered keeper, not the driver, and they don't give a stuff whether they are on benefits or not, eventually the fine will grow and bailiffs will arrive.
Try pepipoo, as if there is anything wrong with the ticket you can challenge it. Otherwise there is little choice but to pay.

You must not let this be ignored - in a few months he could end up with bailiffs at the door claiming hundreds of pounds or seizing the car if the matter is brushed under the carpet.
The good news is that most Council PCNs can be successfully challenged. Most people win who go as far as appealing ultimately to an adjudicator - but your father needs to appeal on the right basis, the right wording & grounds cited.
