Localism Act - Does this change what I do?

I have heard that the new localism act that was passed by parliament means that we cannot ignore parking contravention charges anymore, as private parking companies have more powers. Is this true?
I have received a ticket at NCP, (very annoyed with myself, as I paid by phone whilst on the train but the man got me before that AHHH)
If I have to pay would rather do it sooner and save some money.
Anyone know if this is true, or what the actual story is?

You heard wrong. Just continue to ignore.
Besides, its the Freedom Bill that affects private parking and that's not in force yet. Even when it does come into force, it looks like not a lot will change if you continue to ignore them.

Far from it, according to a recent high court case, unless NCP actually own the car park they can't chase you. It won't stop them doing so of course. You, of course, just ignore as usual and pay for the parking as normal.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Yes, you paid to park so you owe them nothing, NCP never do court anyway so just forget it.0

You've paid the landowner for the use of their land, therefore the damages the landowner can seek for trespass amount to nothing0
