council parking ticket

i recently parked in a multi storey carpark owned by the council, i purchased a ticket in good faith and left to go shopping ,when i returned i had a parking ticket stuck to my windscreen , my ticket had blown onto the floor of the car when i had opened the door but i didnt know this untill i returned to my car , it said code 83 ,parked in car park without clearly displaying a valid pay and display ticket or voucher , i sent an appeal to the council with a copy of my ticket (proof of payment) explaining that it must of blown off my dash onto the floor but they rejected my appeal and say i must pay , it says you must clearly pay and display , my question is should i appeal further against this fine ?,cause after all i paid and its not like the tickets have a sticky back to them so you can stick them to your window and its not like i can help the wind , it was newcastle under lyme council

Write straight back and try using pepipoo poster, Bogsy's wording. This has had many successes, most recently for ukdeveloper and swooph:

If that wording results in a rejection again then do not despair, post on pepipoo a new topic of your own with pics of all your documents (PCN both sides, and rejection letter). Do not randomly post on the thread I have linked as they have a strict one case one thread rule.
In the end almost every case on pepipoo wins - and with a 'fluttering ticket' case you have a very very good chance. You just have to jump through the hoops of the appeals system and use the right wording, meet the appeal deadlines and if need be, go to adjudication and win there. Please forget the 'discount penalty' as when you appeal further you are not fighting for that any more so it's irrelevant (it's all or nothing).

Ive said before .... a blob of blue tack on the dash board wors wonders for keeping tickets secure.
Failing that recycle the pcn envelope, stick it to the inside of the windscreen and pop parking tickets inside there...... nows theres a good idea
Ive a load of pcn envelopes....i'll have to flog them as novelty ticket holders on flea bay

Have you admitted the ticket fell of anywhere if so why ?
If not, ask them to produce the photo showing no ticket displayed.
