Why arent I eligable for tax credits??

I have been using the HMRC Tax credits calculator online and wondered if anybody knew what part of my circumstances make me and my partner uneligable for tax credits
I know that there is a threshold of £26000 and if you are above this you dont get anything and also that they add £1500 onto your total income to see if that takes you above £26000. Anybody know what this £1500 is and where it comes from?
Our circumstances are as follows
I work 37 hours a week
I earn £22221 before deductions
My partner works 16 hours a week but this is going down to 8 hours a week next week
She earnt £6498 last year but i expect her to earn £2060 this tax year.
Adding my salry to her expected salary of £2060, this gives us £24281, so this is below the threshold so don't understand why we arent eligable for anything
Any help or advice greatly appreciated thanks

the cutoff without children is around £18k gross so even on your wage alone you will not be entitled. The £26k is for a couple with one child0
