as long as they give notice they can do almost anything with the account.

If these balances are attracting high interest, the smart person would:
Ring up each card asking if there are any balance transfer offers on at the moment.
If so, clear that card and move balances around to save you a load of interest.
I had a card reduce a limit recently, but it was because I hadn't used it for a year. I decided to close it anyway.0
