Plenty of Travelodges, or Premier Inns. Go online and see what you can find, or use laterooms.com or lastminute.com

You can look but I doubt you'll find a place that allows you to do that...it wouldn't make business sense at all! Most hotels have a cancellation policy that says if you don't cancel at least x days/hours in advance then you'll be charged for at least one night.

If your friend isn't sure if they'll be coming or not then the best bet (to save on having to pay for a cancellation) is to wait until they know what they are doing then have a look for a late deal on lastminute or expedia etc.
Common sense?...There's nothing common about sense!

I think that, provided you choose the more expensive standard rate rather than the 'premier saver' rate, Premier Inn will let you reserve a room where you can cancel without charge up to 1pm on the day of arrival. You do have to provide a credit or debit card number when you book, but I don't think they actually take any money until you either arrive or fail to show without cancelling (in which case they'll typically charge a one- night booking and cancel any following nights bookings).

It's been a while since I've used them though, so it may have changed.

(Travelodge on the other hand, always take the money at the time of booking, although if you go for their 'flexible' rate oyu can cancel up to midday on the day of arrival and get your money refunded)
  • Custom House Hotel in Custom House (on the DLR) is a good budget stay - Book through booking.com or somewhere like that and check the conditions and you might be able to cancel close to the date for free. Best to just check a hotel price comparison site and see what comes up price wise - reviews and photos are also helpful in making a choice for something cheap but decent.
