Cash card issue for charity

Hi - I may not be posting this in the right section but hopefully someone can help. We are a national charity that gives small grants (typically £100-£300) to patients during their treatment for a certain illness. We adminster the grants through the patients' nurses, who contact us and apply for a grant if the patient has a specific need. At the moment, we have to write personal cheques to the nurses who withdraw the cash for the patient bit by bit. This is not a good system for various reasons but the nurses' employers (hospitals etc.) do not have the capacity to get involved in the process despite approving of it. Our idea for a better system is to issue a cash card loaded with the grant to a nurse when a grant is approved. And preferably, for that nurse to be able to keep the card for future patients so we can top it up remotely (online or over the counter). It would also be best if we could check the withdrawals the nurse was making from the card so we can double-check these are being passed on to the patient at the same time. Can anyone please tell us whether this system would work and who offers it? We could of course open a specific account to hold all the money we have for this grant prorgammes and have the cash cards all linked to that account. Thanks.
