Brother cannot open account

Hi,
I need to some advise. My brother has bad credit rating - CCJs and defaults. His not bankrupt - has tried everywhere but cannot get an even a basic account such as:-
This http://www.moneyadviceservice.org.uk/_assets/downloads/pdfs/your_money/bank_accounts_table.pdf shows most banks should accept as long as he do not have a record of fraud or bankrupt. He do not have a CIFAS on his credit report, not bankrupt and on electoral.
What should he do? or any other bank I missed out in which he can apply?

- Co-Op Cashminder - declined 2 months ago
- Natwest & RBS Basic account - account opened and then closed by their AVA unit.
- Had a Barclays basic account for number of years which he did not use - started to use that account and then received a letter to say account is being closed.
- Santander opened his account received cards etc after 2 weeks received letter account is being closed.
- Cannot get a Halifax account becuase it was overdrawn and he setup an arrngt plan with them.
- Has a LTSB Basic account but their card is not used in all machines.
- Has applied for nationwide account just 2 weeks ago and received Cash card + card just yesterday. Today he received a letter stating account will be closed on 8th June because he has a CCJ.
- HSBC - Did not try as they only offer a cash card.

Sounds like a fraud or account conduct concern from somewhere in the past.
His existing Lloyds TSB account offers more than just LTSB cash machines.Withdraw money!from any Lloyds TSB, Bank of Scotland, and Halifax cash machine and Post Office branch
Would a combination of his existing Lloyds account and their Easy Saver account (with more choice of ATMs) help?

Unfortunately, from experience, he's just going to have to lump having a cash card for the time being.
I've never had a CCJ, but trashed my credit rating as a student (10 years ago) and had my debit card revoked by Lloyd's. After 6 months they agreed to give me a cash card, and 6 months later i got a basic debit card back. All he can do it be good with his account and keep asking his bank for a debit card.
Applying for other accounts is just going to make his situation even worse. - I applied for 2 current accounts and a credit card close together, with a fairly good credit rating, and when i went to upgrade one of my older accounts got refused as the 3 previous credit checks.0 -
Sorry but the title of this thread is totally misleading!
He can and has a bank account but seems to have burnt his bridges with a lot of them - so who can blame them for not wanting his business going forward?0 -

Agree with Jonesy - He has a bank account already.
If he has the LTSB cash account, it can be only at LTSB cash machines only. Get him to open an easy saver with LTSB so he can use the cash card anywhere.
As for the other banks closing his accounts down after it has been opened - sounds like he has a somewhat dubious past. Accounts scrutiny have found something that they are not happy with and have decided they no longer wish to have a business relationship with him. More often than not, its fraud.0 -
I have a lloyds tsb account the cash account and an easy saver. i seem to manage just fine with them.
You can use the cash account card at all bank of scotland, halifax and lloyds machines.
If i need money and im not near one i just use my easy cash sorted.
not forgetting the post office.
I also owed bank of scotland 2.9k but they sold it to westscot and westscot has put a default on my file, where as bos removed theres and changed to settled.0 -

If he has a poor credit rating, his only option is a cash card a/c (i.e. a basic bank a/c) until such time as his credit rating is repaired.

as well as cash machines, he can withdraw money over the counter at any Post Office - up to £300 per day if funds allow.0
