Help with health costs

Not sure if this is the right place to post but its just a quick question about help with health costs (I cant find my original post to reply to).
I get 'free' prescriptions as I am diabetic but then we were told that hubzy needed to apply and complete a HC1 form if he wanted to get help with prescriptions, dentist etc so we rang up explained the sitiuation and one arrived in the post.
I now see that it states on the form we do not need to complete it if in receipt of Working Tax Credits, which hubzy is and has been since they were first issued. I was originaly granted 'free' prescriptions from his WTC as well but switched when diagnosis of diabetes and medication was confirmed.
We dont have a NHS Tax Credits exemption certificate as they never issued us with one and although I keep asking they say we dont need one very confusing!
So am now confused, does he still need to complete and return the HC1 form or is he already covered?

I expect that someone has concluded that as diabetes is your reason for the free prescriptions there isn't an income reason, otherwise you'd be qualifying for income reasons. Hence the "need" for the HC1. It's kind of logical.
However, the direct gov uk site says Child Tax Credit, or Working Tax Credit with a disability or severe disability element
If the WTC doesn't include a disability element, it looks like he needs to do the form. But you say you had it via the WTC before so maybe that element is included?0 -
Thanks missapril I see your point there. He is the one entitled to claim WTC and before I was diagnosed with diabetes we were both entitled and just ticked the relevant box on the reverse of prescriptions and completed the NI number etc. Sometimes we were asked by the chemist to provide our card or letter to confirm we were exempt but we were never issued one of these despite me asking WTC who said they wouldnt issue on as in theory we didnt require one as our NI number was enough to flagg it up on the system if we were not entitled! However I did apply for a HC1 for myself as when first diagnosed with diabetes I was on diet control alone so wasnt automaticaly exempt but have obviously gone onto medication since and the GP sent off a form for me. SO I do suspect Hubzy is already still covered in receipt of WTC so the form shouldnt need to be completed, but now I am wondering whether I should send it in anyways and let them tell me if he doesnt need it rather than finding out he does and us getting into trouble.
