I may be the only person on this board who sympathises with the OP.
This sounds like the strimmer with a problem, rather than the OP.
No, I too have sympathy. It might be really annoying if as he says, there is more often than not the loud noise of an engine, and the smell of fuel.
The council told you to keep a diary for a reason. Going by memory is no good, as it is deceptive. Write down when he starts, and when he finishes. Then after a month or two you will be able to present clear evidence, which can be assessed. It might be dismissed, or someone might say "Yes, that is obsessive and anti-social". Either way, there will be a decision based on a real diary rather than vague "He does it all the time" statements.Warning: This forum may contain nuts.0 -

One of the unique aspects of this syndrome is that it invariably provokes complaints from adjacent human beings who have been found to be in deficit of anything serious enough to worry about.
It's a growing menace and can only be solved by extreme measures.
One of the most effective is to kidnap the perpetrator, blindfold them and then lead them into neighbouring gardens where there are overgrown weeds and then let them work out and express their compulsion for the greater good.
Sarcasm and taking the pee. Where have I seen that from you before?Warning: This forum may contain nuts.0 -

The way I see it you have 3 choices. You could burn the hedge down, which would nip the problem in the bud quite quickly, although it may grow back. You could put your fingers in your ears and humm loudly, perhaps even meditate at the same time to add a bit of multi tasking to the project or you could rent a couple of hungry pit bulls to patrol the alleyway. I think all the options here would bring the required result or if you really feel a bit wild you could have a chat with him and come to an arrangement that works for you both.0
