Negative feedback from non-paying bidders

Finally Ebay are doing something about this. I received this message this morning.

This applies whether you’re using Unpaid Item Assistant or not as long as PayPal is the only payment method and no local pick up is offered.

    Does that apply to positive feedback as well then.

    Reading it, it looks like all feedback whether it's positive or negative. Not sure why a non-paying bidder would leave a positive ?

    A non paying bidder can't leave feedback and gets a strike if they don't pay.
    If they do pay after a case is opened on them they can leave any feedback they like.

    I assumed what Ebay is saying is that if you do open a NPB on buyers they can't then leave you feedback whether they pay or not.

    Perhaps some sellers are worried about retaliation by the buyer and don't dare open NPB's

    Unfortunately they can, and do, as I've had the misfortune of experiencing myself :( I guess that's exactly why the rules are changing.

    I've seen it happen.

    Sometimes the NPB leaves some sugar coated comment because the think it'll get them off the hook of paying.

    Other times, the NPB will leave a positive feedback and a negative comment, thinking that eBay will leave it alone because it's a positive.

    In my experience the late payers, who have had cases opened, leave positives but wreck the DSRs.

    Good question, I assume that once the NPB is filed against an item, no feedback can be left, even if the buyer then pays.
