Jones Sewing machine problem

Anyone on here know about sewing machines. I have been given a vintage Jones Concord Delux Precision Zig Zag sewing machine. It has the instruction book and I have threaded it as per the book, also the bobbin as per the book. Despite tinkering with the tension, pressure on the foot, sewing not darning, I still cant get it to stitch properly. It will not 'pickup' the underthread from the bobbin. The thread pulls through fine from the bottom when you set it up but once you start to sew, nothing. Any ideas ?
