eBay seller (or not) gps-system

Hi
I recently bought a bluetooth gps receiver from gps-system. I was so impressed by the item that I want another. Can anyone explain why a seller would limit their sales to one per person. I tried to bid £21 and was greeted by the following message
This seller has set buyer requirements for this item and only sells to buyers who meet those requirements.
You are unable to bid on or buy this item because:
You are currently winning or have bought the maximum-allowed number of this seller's items in the last 10 days.
Barmy and somewhat annoying.

You must have low feedback, email the seller & ask them to exempt you from their buyer blocks
They need to add your user ID to the Buyer Requirements Exemption List: http://offer.ebay.co.uk/ws/eBayISAPI.dll?BidderPermitLogin0 -
contact the seller if you want another, they should be able to add you to their approved bidder list0

Its not the Approved Bidder List, its the Buyer Requirements Exemption List as the seller has set a limit for Users with low feedback to stop newbies repeatedly clicking the Buy It Now button0 -

Strange, I thought you could only set the block when the feedback is 5 or lower
Just checked it & it does have 2 requirements on the same sectionBuyers who may bid on several of my items and not pay for them:
Block buyers who are currently winning or have bought (1-100) of my items in the last 10 days.
(Optional) Only apply this block to buyers who have a feedback score of (0-5)or lower.
Its the optional bit where they haven't selected the correct option, I would email them & tell them the problem & also state what they've done as they may not have realised they're blocking repeat buyers0 -
Is it to stop repeat customers going through Ebay so that he doesn't have to pay fees? Seems strange as it's forcing you to contact the seller outside of Ebay.0
